Licensing by the Dubai Health Authority (DHA) is the crucial step for any doctor who wants to practise in Dubai. With the right preparation and a clear roadmap, the DHA licence can be obtained within six to eight weeks. In this guide, you will learn everything about the licensing process - from the required documents to realistic time planning.
What is the DHA licence?
The DHA licence is your official authorisation to work as a medical professional in Dubai. The Dubai Health Authority regulates the entire healthcare sector and ensures that all practising doctors meet international quality standards. The licence consists of DHA registration (valid for one year) and licence activation by a healthcare facility.
The 5 main phases of DHA licensing
Phase 1: Document preparation and apostillisation (2-4 weeks)
Document preparation is often the most time-consuming phase. You need:
-Medical licence or specialist title
-Passport (valid for at least 6 months)
-Good Standing Certificate (from your medical association, not older than 6 months)
-Proof of professional experience from the last two years
-Logbook (for surgical specialities)
-Passport photo with white background
All German documents must be apostilled. You can obtain an apostille from the responsible regional council in your federal state. In addition, German-language documents must be translated into English by a sworn translator and notarised.
Time required: 2-4 weeks | Costs: 300-600 EUR
Phase 2: DataFlow verification (2-3 weeks)
DataFlow is the Primary Source Verification Agency authorised by the DHA. This organisation verifies the authenticity of your qualifications directly with your university, medical association and previous employers.
You register on the DataFlow website, upload your documents and pay the verification fee. Processing takes two to three weeks. Important: All details must match the original documents exactly.
Time required: 2-3 weeks | Costs: 500-800 AED (approx. 130-210 EUR)
Phase 3: Prometric test (if required) (1-2 weeks)
German doctors with specialist qualifications are often exempt from the Prometric exam. However, general practitioners without specialist training usually have to take the computer-based exam. The exam tests medical expertise using 100-150 multiple-choice questions in English over the course of three hours.
Time required: 1-2 weeks preparation | Costs: 1,000-2,000 AED (approx. 260-520 EUR) - if necessary
Phase 4: DHA registration (2-3 weeks)
After successful DataFlow verification and Prometric check (if required), you apply for your DHA registration online via the official DHA portal. You create an account, fill out the online form and upload all documents: passport, passport photo, Good Standing Certificate, DataFlow verification result and Prometric result.
The average processing time is five working days, but can take up to two weeks.
Time required: 5-15 working days | Cost: 200 AED (approx. 52 EUR)
Phase 5: Licence activation by the employer (1-2 weeks)
The DHA registration must be converted to an active licence by a licensed healthcare facility. Your future employer - hospital, clinic or own practice - submits the required documents to the DHA and applies for licence activation. This step also includes your work visa and Emirates ID.
Time required: 1-2 weeks | Costs: Usually covered by the employer
Realistic overall timeline
With optimal planning, you will receive your DHA licence in six to eight weeks. A time frame of eight to twelve weeks is more realistic.
Optimal timeline:
-Weeks 1-4: Document preparation and apostillisation
-Weeks 3-5: DataFlow verification
-Weeks 5-6: Prometric exam (if required)
-Weeks 6-8: DHA registration
-Weeks 8-10: Licence activation
Avoid common mistakes
Incomplete documents: All documents must be complete, correct and legible.
Good Standing Certificate: Please note the validity of six months.
Prometric preparation: Take sufficient time to prepare.
DataFlow communication: Respond quickly to queries.
